The Failure of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are released from various governments. Immense energy is expended on managing particular approaches. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track missile launches from enemy soil, a capacity afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, presumably provided by allied countries. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly gives way to sober acceptance: maybe the hostile projectile won't hit its mark this time, preventing destruction from devastation and another blackout.

Ongoing Risks

Soon after, a large-caliber weapon opened up on a drone close by, part of a defensive team – probably imported technology. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, damage and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on Western support – a reliance that regional partners are clearly incapable to replace in the short term.

Failed Diplomacy

The detailed framework from American leadership provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, continue.

Tactical Assessments

It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration works based on a premise understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is impossible to force Russia to abandon the territory that it currently occupies in Ukraine's south or east.

The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through statements or actions, from assuming that the status quo will not change more in its benefit in the near future.

Divergent Views

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leader remains highly assured in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but avoiding a total frontline collapse until conditions improve in its benefit.

Present Conditions

Realistically, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their attention does not move to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Summary and Prospects

It took a mere seven days to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
